This dish is Beef Carpaccio. It is some thinly sliced NZ tenderloin with parmesan cheese and drizzled with olive oil. The whole thing is definitely not oily. The beef is very thinly sliced so it melts easily in your mouth. The parmesan cheese used is very strong in taste.
